Dr. Werner Enderle

Engineering Director

33 years at ESA, EC and DLR, worldwide expert in position, navigation, and timing systems. Delegate to various international organizations, e.g. United Nations International Committee on Global Navigation Satellite Systems (GNSS); co-initiator and co-chair of UN GNSS Space Use Subgroup, Lunar activities, member of the Governing Board – International GNSS Service (IGS).

Steve Mirmina

Legal Council

Before founding Planetary Solutions, PLLC, Steve Mirmina practiced International Space Law for more than 25 years in the NASA Office of the General Counsel. At NASA, Steve was the lead attorney for all Space Communications and Navigation matters. Before joining NASA, he worked for several years practicing international aviation law at two well respected DC law firms. Steve has been teaching Space Law at Georgetown University Law Center in Washington, DC since 2011.

David P. Radzanowski

Financial

David P. Radzanowski is an Adjunct Instructor for Carnegie Mellon University’s Heinz College Graduate Program in Washington DC, Chair of the Board for the Center of the Advancement of Science in Space, Inc., Manager of the International Space Station National Laboratory, Treasurer of the American Astronautical Society, Senior Advisor to the start-up Space Kinetic, and part-time consultant for the Aerospace Corp and Equator Corp. Previous experience includes CFO at the Aerospace Corp, and at NASA he served as CFO, Chief of Staff, and Deputy Associate Administrator. Before NASA, he served in the White House Office of Management and Budget in the roles of Deputy Associate Director for Appropriations in the Office of Legislative Affairs, and as Chief of the Science and Space Programs Branch.

 Dr. A.J. Oria

Aerospace Engineering

30 years experience in Positioning, Navigation, and Timing (PNT) technologies & applications. Sr. Aerospace Engineer at Overlook Systems Technologies, Inc., with 22 years as NASA contractor. Currently Sr. Technical Advisor at the National Coordination Office for Space-Based PNT and Program Manager for a Technical Services Agreement with Raytheon to support the Jet Propulsion Laboratory on the Global Differential GPS System.

Alan Ricks

Systems Engineering

30 years in research, design, development and test in both Government (NASA/DARPA) and private aerospace sectors. Conducted launch and satellite operations at Sea, in Russia, Kazakhstan, China, Wallops VA, Cape Canaveral FL, Kodiak AK, and Vandenberg CA.

Stephanie Sowards

Integration and Test Director

35 years at NASA, including Artemis early integrated test and checkout development concepts and objectives of launch vehicle, spacecraft, and ground infrastructure; International Space Station multi-element integration testing; Exploration Ground Systems Mobile Launcher II Independent Review Team Manager; Council Executive in the NASA Headquarters Office of Agency Council Staff, facilitating NASA’s governance process for the Agency’s goals, objectives, and priorities; Senior Technical Advisor to the Kennedy Space Center Engineering Director

Dr. Jacqueline Quinn 

Resource Utilization Director

35 years at NASA, including 20 years in research, design and development of in situ resource utilization (ISRU) flight hardware. Project manager of Polar Resources Ice Mining Experiment (PRIME-1) that flew in 2025 onboard Intuitive Machines’ second lunar landing attempt.  Project manager for multiple mass spectrometers planned for future lunar missions (payload known as MSolo or Mass Spectrometer observing lunar operations), including one installed on the VIPER lunar rover.  Dr. Quinn holds 
 a dozen US patents in technology development for environmental applications here on Earth that resulted in her induction into the National Inventors Hall of Fame (2018).

Rolando Nieves

Software Engineering

30 years of software development experience, with 21 of those designing and developing software systems for space rated instruments and ground control systems at NASA. Among them the full embedded/ground software solution for the Mass Spectrometer Observing Lunar Operations (MSolo) instrument that landed and operated on the lunar surface on March 2025. Nearly 10 years of experience prior to NASA working in telecommunication management systems, including hard line and cellular/wireless networks with several start-ups.

Joseph Oria

Software Engineering

Master in Computer Science at George Mason University, and currently pursuing a second Master in Artificial Intelligence. Specialized in developing secure, space-efficient computer programs.

Liz Duffy

HR

Liz Duffy is a Human Resources Professional with over 30 years of experience in multiple scientific and technical industries including Bristol Myers Squibb, Immunity Bio and Johnson and Johnson. The depth of her HR expertise is in Talent Acquisition, focusing in Science and Engineering roles. Liz holds a BS in Marketing from Fairfield University and an MS from Fordham University in HR.

Lisa Magin has 30 years’ experience as an administrative professional, including management of office operations, executive scheduling, and cross-functional communication. Her track record includes handling sensitive, confidential data, building internal employee relations, conflict resolution, onboarding, and workflow optimization.

Senior in Computer Data Science at George Mason University. She previously interned at Overlook Systems Technologies, Inc., working on security clearance data digitization.
